LOS CAMPOS ELECTROMAGNÉTICOS DE TELÉFONOS MÓVILES - LOS NIÑOS PERTENECEN A UN GRUPO DE MAYOR RIESGO. SE CARECE DE UNA BASE DE DATOS CIENTÍFICA PARA UNA ESTIMACIÓN DEL RIESGO. LAS NORMAS ACTUALES NO SE CORRESPONDEN CON LAS NUEVAS CONDICIONES DE EMISIÓN DE CAMPOS ELECTROMAGNÉTICOS DE RADIOFRECUENCIAS

Durante el uso de un teléfono móvil la cabeza de un nińo se encuentra expuesta a los Campos Electromagnéticos (CEM). La exposición se concentra en el cerebro y receptores nervioso de los dispositivos acústicos y vestibulares, que se encuentran en el oído interno directo en virtud de la fuente de los Campos Electromagnéticos de radiofrecuencias Asimismo, la retina y la lente de los ojos están expuestos a CEM. Hasta ahora, la comunidad científica mundial no tiene bases de datos científicas que pueden utilizarse para estimar el riesgo para los nińos, en relación a una larga exposición a los CEM de Radiofrecuencias diaria en un cerebro en desarrollo. No hay estudios experimentales de investigación adecuados sobre el uso de teléfonos móviles y nińos.

El tamańo de un campo irradiado en el cerebro del nińo, y la energía absorbida por éste es mayor para un nińo que para el usuario adulto. Por primera vez en la historia, los nińos y adolescentes se han incluido como un grupo de riesgo. Es necesario seńalar que las normas y estándares extranjeros de CEM son mucho más altos que las normas recomendadas en la Federación Rusa.

El RNCNIRP repetidamente ha llamado la atención sobre el hecho de que la salud de la infancia de la generación actual y de las generaciones futuras está en peligro(11.09.2001, 23.06.2004, 20.03.2008). El Rusia SanPiN-2003 (2.1.8/2.2.4.1190-03, punto 6.9) recomienda la restricción en el uso de teléfonos móviles a las personas que no han alcanzado los 18 ańos.

La OMS da máxima prioridad a la protección de la salud de los nińos contra los probables efectos negativos de los campos electromagnético de los teléfonos móviles. Importante para una estimación de la gravedad del problema, es la siguiente opinión
de la OMS: "LOS NIÑOS SON DIFERENTES DE LOS ADULTOS. Los nińos tienen una vulnerabilidad única. En su crecimiento y desarrollo, existen "ventanas de susceptibilidad”: períodos en que sus órganos puede que sean especialmente sensibles a los efectos de determinados riesgos ambientales” OMS, Nota Nº 3, 2003.

Por lo tanto, es necesario comenzar una información activa y explicación entre padres de familia, adolescentes y nińos, para prohibir la publicidad agresiva diseńada por grupos de marketing sobre población, e introducir un principio de precaución de una manera más amplia

Hacemos un llamamiento a la comunidad científica mundial para no se vea limitada por los numerosos debates sobre la importancia de un problema " La telefonía móvil y los nińos” y comenzar un verdadero estudio sobre los riesgos para la infancia como usuaria de teléfonos móviles también una investigación experimental sobre los efectos de la exposición crónica de a los CEM de Radiofrecuencias (RF)de baja intesidad en el desarrollo cerebral

MEMORANDUM

EMF OF MOBILE TELEPHONES-CHILDREN BELONG TO A GROUP OF INCREASED RISK. A SCIENTIFIC DATABASE FOR AN ESTIMATION OF DANGER IS LACKING. THE EXISTING STANDARDS DO NOT CORRESPOND TO NEW RF EMF RADIATING CONDITIONS.

The opinion of Russian National Committee on Non-Ionizing Radiation Protection (RNCNIRP)

During use of a mobile telephone a child’s head is exposed to EMF. The exposure

concentrates in the brain and nervous receptors of acoustical and vestibular devices,

which are located in internal ear direct under the RF EMF source. Also the retina and

lens of an eye are exposed to EMF. Up till now the world scientific community has no

scientific database that can be used to estimate the risk for children, connected with long exposure of daily RF EMF on a developing brain. The appropriate studies of children using mobile telephones and experimental research are absent.

The size of an irradiated field in a brain of the child, and the common absorbed energy of EMF by a brain is more for a child, than for an adult user.

For the first time in the period of civilization, children and teenagers were included as a

group of risk. It is necessary to note that the foreign recommended standards are much

higher than the Russian standards.

RNCNIRP repeatedly paid attention that health of the present generation of children and future generations is under the danger (11.09.2001, 23.06.2004, 20.03.2008). The

Russian SanPiN - 2003 (2.1.8/2.2.4.1190-03, the item 6.9) recommends restriction of the opportunity to use mobile telephones by the persons who have not reached 18 years.

The WHO gives highest priority to the protection of the health of children against

probable adverse effect of an electromagnetic field of cellular telephones. Important for

an estimation of the seriousness of the problem is the following WHO opinion:

"CHILDREN ARE DIFFERENT FROM ADULTS. Children have a unique vulnerability. As they grow and develop, there are "windows of susceptibility": periods when their organs and systems maybe particularly sensitive to the effect of certain environmental threats". WHO, Backgrounder N 3, 2003.

Therefore it is necessary to start an active information and explanation trajectory among parents, teenagers and children, to forbid aggressive advertising designed for this marketing group of the population, and to introduce a precautionary principle more

widely. We call the scientific community of the world not be limited by the numerous discussions about importance of a problem "Mobile telephone and children", and to begin a real study on the risks for children as users of mobile telephones, and also to begin experimental research on the effects of chronic low intensity RF EMF exposure on a developing brain.
