Una estrategia de las telecos

Cuando yo estaba trabajando en Ericsson como Gerente Ambiental de los dos principales áreas de negocio, Sistemas fijos y Móviles, tuve que analizar todos los aspectos medioambientales de nuestro trabajo. Con la excepción de
uno: la influencia de la radiación electromagnética. Este área específica se trató especialmente por expertos designados que siempre le dijo a los gestores lo que querían oír. La Radiación era inofensiva para la salud.

Pero como el tiempo pasa y los hechos tienden a acumularse. Los expertos no son idiotas y la alta dirección no lo es tampoco. Todos los miles de miles de millones de dólares enterrados bajo los mástiles de la estación base se deben utilizar todo el tiempo posible. Tiene que emplearse una estrategia y seguirla estrictamente. Y aquí está la estrategia:

1. La alta dirección necesita de un grupo especial de expertos en el que siempre se puede confiar para decir las cosas correctas. Los teléfonos móviles son perfectamente seguras.

2. Sólo una autoridad nacional debería tener el derecho a opinar sobre los posibles riesgos para la salud de los teléfonos móviles y de los sistemas de transmisión. Esta autoridad es la Autoridad para la Seguridad Radiológica (SSM). Todas las demás autoridades están obligadas a remitirse a lo que dice la SSM y no pueden publicar sus propias opiniones sobre la cuestión.

3. La gestión de la SSM debe basarse en la opinión de un grupo especial de expertos que ha sido seleccionado porque sabe decir las cosas correctas. Los informes que indican problemas nunca se incluyeron en el resumen de evaluación. Los teléfonos móviles son seguros.

4. Este grupo especial de expertos debería estar constituido, preferentemente, por los miembros de la organización ICNIRP. Esta organización está financiada por la industria de la telefonía móvil y se ha convertido en una herramienta muy importante ya que ha definido unos “niveles de seguridad" para la radiación tan altos que nunca plantean ningún problema para la industria de telefonía móvil. Los teléfonos móviles son seguros.

5. La industria de las telecomunicaciones está, mientras tanto, desarrollando nuevos sistemas de telefonía para estar preparados para cuando resulte evidente que la relación entre los viejos teléfonos móviles y la salud no es tan buena como se pensaba. Patentes para limitar la potencia de salida y sistemas de IR/UV se presentan, pero se mantienen a buen recaudo, siempre y cuando las autoridades no pregunten por productos mejores y más seguros. Los teléfonos móviles son seguros.

6. Con el fin de asegurar un largo tiempo disponible para el desarrollo y la introducción de nuevos sistemas de teléfonos móviles es importante apoyar proyectos de estudios de salud que se ejecutan durante décadas antes de que se puedan sacar conclusiones. Un ejemplo es el estudio Interphone, otro es el estudio COSMOS. Si estos estudios muestran cualquier implicación en la salud, nosotros entonces, en cualquier caso, tenemos nuevos y mejores sistemas móviles en funcionamiento. Mientras tanto, los teléfonos móviles son seguros.

7. Cuando el desarrollo de la nueva generación de teléfonos móviles usando IR / UV esté completa será
importante destacar los beneficios de este sistema también a partir de un punto de vista sanitario. Esto ayudará a la comercialización del nuevo sistema y las ventas de otros seis mil millones de teléfonos. El grupo de expertos SSM de ahora emitirá un informe diciendo que por precaución y alerta en la salud es necesario cambiar al nuevo sistema. Pero el nuevo sistema de teléfono móvil será perfectamente seguro.

A Telecom strategy

When I was working at Ericsson as Environmental Manager for the two largest business areas, Fixed

and Mobile Systems, I had to consider all environmental aspects of our work. With the exception for

one: the influence from electromagnetic radiation. This specific area was dealt with by specially

appointed experts who always told the management what they wanted to hear. Radiation was harmless

to the health.

But as times go bye, the facts tend to pile up. The experts are no idiots and the top management isn’t

either. All the thousands of billions of dollars buried under the base station masts have to be used as

long as possible. A strategy needs to be followed and closely adhered to. And here is the strategy:

1. The top management needs a special group of experts that always can be trusted to tell the

right things. Mobile phones are perfectly safe.

2. Only one national authority should have the right to say anything about the possible health

risks of mobile phones and transmitting systems. This authority is the Radiation Safety

Authority (SSM). All other authorities are obliged to refer to what SSM says and cannot

publish their own opinions on the matter.

3. The management of SSM should rely on the opinion from a special group of experts that has

been selected because they are known to say the right things. Reports that indicate problems

are never included in their summary reviews. Mobile phones are safe.

4. This special group of experts should preferably be members of the ICNIRP organization. This

organization is funded by the mobile phone industry and has become a very important tool

since it has defined “safety levels” for radiation so high that they never pose any problems for

the mobile phone industry. Mobile phones are safe.

5. The telecom industry is meanwhile developing new phone systems to be prepared when it

becomes obvious that the old mobile phones and health did not match quite as well as thought.

Patents for output power limiting and IR/UV systems are filed, but kept in the safe as long as

the authorities don’t ask for better and safer products. Mobile phones are safe.

6. In order to assure a long available time for developing and introduction of new mobile phone

systems it is important to support health study projects that run for decades before any

conclusions can be drawn. One example is the Interphone study; another is the COSMOS

study. If these studies ever show any health implication, we will by then in any case have new

and better mobile systems up and running. Meanwhile, mobile phones are safe.

7. When the development of the new mobile phone generation using IR/UV is complete it will be

important to highlight the benefits of this system also from a health point of view. This will

help marketing of the new system and the sales of another 6 billion phones. The expert group

of SSM will now be allowed to issue a report telling that health precautions alert a change to

the new system. But the new mobile phone system will be perfectly safe.
